Can I scuff up some cured clear coat, and apply auto air or wicked directly over it?

yes, when doing bikes I generaly just sand the existing clear and work on that. (you'll need to clearcoat again after painting ofcourse)

Awesome thank you. I need to rebase part of a project and didn't know if the wicked would stick to the clear.

Sand it down, spray a bit of paint and stick some tape on it. Leave it for an hour or so, if you can remove the tape without damaging the paint you should be fine (if you do pull of paint you didn't sand enough 
)

What Hassje said!! Best place to get an answer straight away (and should be the first port of call) is what the manufacturer says. They know this stuff and make it widely available.

Any finer than 1000 wet n dry and you may well have issues . I normally go 500 dry .
