it is a seal - seals the bottom of the cup and the cup itself when the bottom is snugged up. They are removable cleanable, and replaceable - it is a teflon ring...

The cups used to be made without a seal, and one would/could occasionally get some paint seepage into the threads at the bottom of the cup, making it VERY hard to remove once dried...
