What is the KB of the picture?
The only time I get an error on uploading a jpeg is if I forget to resize it .

Paint that comes with windows works get for resizing , I choose pixels and set it to 1600X1200 which makes them go from 2MB (way to big for forum) to about 127 to 300 KB,

on a Windows pc just use the standard picture manager.
Double click the image and unless you've got jpg's associated with something else, they will open with picture manager. Click edit on the top tool ribbon and then resize( on the right hand side)
There's an option to resize to "web page -large" or "web page small" I used 'large' but small would probably been enough. Select ok

    Save/ upload
That's all from memory but I'll double check tomorrow night. It's nearly midnight here and I'm off to bed

Try if your using photoshop to resize image size first then save for web instead of save or save as ok?
