Hi Colin, I deliberately didn't answer this question until now because I know there many here who have more experience and uses for it, but the actual point of your question seems to have been missed.
When you use transparent black is entirely up to you, your decision to use it will depend on weather or not the job your doing requires it, I personally use it during my painting to help me build up gradually instead of blacking everything out in one blast, but it is also used for effects as for example what Squishy mentions here above, laying down a black base, then applying flames or other designs in silver or basically any other metallic colour and then apply your transparent black/candy black, this process means that the hard design is hard to when it's dark or cloudy and then it pops when the sun hits it, I believe they call it "Ghost flames" in Squishy's case.
Transparent black and indeed any other trans colours are simply extra tools in your box and exist to help you achieve effects your opaque colours can't on their own, as you progress you will come across situations where you will know that they are needed.
