metal flake base coat

I think I have settled on a design for my first gas tank job. My question is, I know you have to use a base coat for metal flake, I was wondering if the whole tank is painted black, will that black work as a base for the metal flake? Guess I should add it would be a gloss black, not flat. Also only design will be flaked and the rest left black. Thanks.

Should be fine, will give you a darker tone but it will still cover like an opaque. Take a look at roth flakes they show their flakes on white and black.
