Setting your PSI

When you adjust your psi is it with the brush shooting air or with the gun off?

I have a custom regulator setup that I can control in .5 psi increments, I am just wondering when people say X:X reduction at XX psi is that pressure with the gun on or off. If you put the pressure at say 20psi and then shoot air threw your gun it seems to drop to roughly 12-14 psi.

I always press the trigger and then adjust the regulator to the pressure I want.

I have a air valve at the airbrush end I can adjust . Some say if it is 35 at the compressor it is 25 at the airbrush . So to avoid that I but a inline regulator on the line before the airbrush . and yes air is always on.
 
I use a regulator set to the highest I would need then a mac valve right before my airbrush line with a T fitting with a 0-60 PSI gauge that has .5 graduations. I am just surprised how much the psi drops when you have the air on.
