You'll just have to experiment , depends on the paint your using and how much area you want to cover. Id start around 20 based on the stuff i used.
Its really thin though you may be able to actually go a lot lower even though its siphon.

REALLY LOW! Do some reading around, there is plenty on the net, some threads here as well. From memory 15 psi is getting too high (and don't take my word as gospel, it is just my recall...). If you go too high you risk making the tattoo more permanent...
