what grit sandpaper to scuff intercoat?

I just got done spraying 3 layers of intercoat clear over some art. The instructions say WETsand with 400 to 600 but when i do that it makes harder to see the layers underneath. Is there a higher grit I paper could use?
 
400 is a little coarse and even the best high solids clears will be challenged at filling those scratches without them being noticeable. I use 800 grit for intercoat. I'm assuming you're using a solvent based system and the recoat window will be exceeded with the next layers of artwork which requires mechanical adhesion?
