There are a few things I want to do differently though. One is that I will try to achive this effect on a my 28 mm scale miniatures, so I'm wondering if this effect would still work on a scale that small. Another thing I'm wondering is do the paints have to be solvent based, or would it still work with any other kind of non acrylic paints such as enamels?

I have done it with a rattle can. It's solvent and doesn't take much spraying. I have even used a water based base, a quick pass with rattle can clear to seal it, then spray the water drops, then hit them from a low angle with rattle can paint, then paint as usual. Of course do some experiments first before a real project!

Yeah I think this is a solvent based trick. I like the work arounds for water base
